Office 365 says unlicensed product

So, the big question is 'Why do license verifications / product activations fail?' -What is it that process needs, that my machines aren't doing/providing? And most importantly, how the heck do I fix it!? All other services, devices, etc are working properly on our network. This is the ONLY thing I can point to as not working. In a nutshell, our Office 365 products are not activating. So I'm reaching out here, because the $500 it takes to talk to MS doesn't really guarantee any results -and my experience with them does not make me confident that it'll get us answers. I just exhausted support through MS Office 365, and their final word is that this is out of their scope.
